DECISION

ON APPROVAL FOR PLANNING OF RUBBER GROWING AREA OF DAK NONG PROVINCE TO 2015 AND VISION TO 2020

CHAIRMAN OF THE PEOPLE COMMITTEE OF DAK NONG PROVINCE

Pursuant to organization law by The People’s Council and the People’s Committee dated November 26th 2013;

Pursuant to the Decree No.92/2006/ND-CP dated September 7th, 2006 by the Government on setting up, approving and managing the overall planning of economic - social development;

Pursuant to the Decree No.04/2008/ND-CP dated January 11th, 2008 by the Government on amending and supplementing some articles in the Decree No. 92/2006/ND-CP dated September 7th , 2006 by the Government;

Pursuant to the Decision No.161/2006/QD-TTg dated July 10th, 2006 by the the Price Minister on approval for the overall planning of economic-social development of Dak Nong province in the period 2006 – 2020;

Pursuant to the Decision No.750/QD-TTg dated June 03rd, 2009 by the Price Minister on approval for planning the development of rubber in 2015 and vision to 2020;

Pursuant to the Decision No.248/QD-UBND dated February 20th, 2009 by the People’s Committee of Dak Nong province on approval for the project of Agricultural and rural development planning of Dak Nong province to 2020;

Pursuant to the Decision No.1165/QD-UBND dated August 05th, 2010 by the People’s Committee of Dak Nong province on approval for estimate outline of planning for rubber growing area  rubber in Dak Nong province to 2015 and vision to 2020

Pursuant to the Notice No.393-TB/TU dated December 28th,2011 by Dak Nong province on informing the conclusion of the Conference of Provincial Standing Committee;

Upon the suggest of Director of the Department of Agriculture and Rural Development at the Statement No.22/TTr-SNN dated February 08th, 2012,

DECISION

Article 1. Approving the rubber growing area planning of Dak Nong province to 2015 and vision to 2020 with the following contents:

1. Name of planning: Planning rubber growing areas in Dak Nong province to 2015 and vision to 2020.

2. The views and objectives.

2.1 The views:

- Expanding the rubber expansion area on the basis of land and the actual conditions in the districts, towns to do in compliance with the overall planning of socio-economic development of the province, but at the same time comply with the provisions of the forest development and protection.

 - Rubber growing area expanded on the most appropriate type of land (S1), the medium appropriate (S2) and limiting the rubber development on the less appropriate land (S3);

- Expanded rubber growing area must bring economic efficiency, sustainable development, create jobs for workers, contribute to hunger elimination and poverty reduction, ensure social security in rural areas;

- Rubber development attached to investment in infrastructure: Transport and processing to enhance the competitiveness of rubber products;

- For forest land to grow rubber must meet the criteria in the Circular No.58/TT-BNN dated September 9th, 2009 by the Ministry of Agriculture and Rural Development on guiding the rubber plantation on land forestry.

2.2. Objectives:

By 2020, the rubber area in Dak Nong province achieves the goals as: 32,000 hectares -36,295 hectares, 9,000 hectares -13,285 hectares, specifically:

- Rubber area: 32,023 hectares (in 2015); 36,295 hectares (in 2020);

- Havested rubber area: 16,570 hectares (in 2015); 28,252 hectares (in 2020);

- The average yeild: 13.17 tons per hectare (in 2015); 15.48 tons per hactare (in 2020);

- The average yeild of Rubber Latex: 21,827 tons (in 2015) and 44,146 tons (in 2020);

- Export turnover: Over 50 million USD (in 2015) and over 100 miilion USD (in 2020).

3.2. The yeild of Rubber Latex:

By 2015, the rubber area for harvest is 16,572 hectares; the dry rubber latex is 21,827 tons;

By 2020, the rubber area for harvest is 28,525 hectares the dry rubber latex is 44,146 tons.

3.3. The area for new planting of rubber:

- Tuy Duc district: New planting of 4,150 hectares at 46 sub-areas in 05 communes;

- Dak Mil district: New planting of 2,120 hectares at 09 sub-areas in 03 communes;

- Cu Jut: New planting of 2,210 hectares at 10 sub-areas in 02 communes;

- K’rong No: New planting of 3,530 hectares at 20 sub-areas in 06 communes;

- Dak G’long: New planting of 1,095 hectares at 10 sub-areas in 03 communes;

- Gia Nghia town: New planting of 270 hectares at 03 sub-areas in 02 communes.

3.4. The development plan:

Rubber area in 2012 is 23,010 hectares, the new planting area from 2011 – 2020 is 13,285 hectares, to 2020 the rubber area is 36,295 hectares;

The area of forestry land to grow rubber is 19,000 – 20,000 hectares, in which 10,000 – 11,000 hectares of forest land;

Dak R’lap and Dak Song districts located in the area expected to mine Bauxite, so these districts are not planned for new growing of Rubber;

3.5. Solutions to implement:

- Issuing mechanisms and policies to encourage businesses and people to invest in planting rubber and process rubber latex as the planning, invest in infrastructure construction at the focused rubber areas; creating favorable conditions on the procedures of land allocation, land leasing and issuing certificates of land use rights and the ownership of houses and other assets associated with the land; supporting land user to change the purpose of land use, and contribute capital by land use right with business to grow rubber;

- Integrating Programs and projects to accelerate the construction of the necessary infrastructure in focused rubber growing areas such as : Roads, Collections and Processing Facility of rubber latex; encouraging and mobilizing all capitals from people and investors to invest in building infrastructure for the development of rubber under the investment attracting policy of the province;

- Enterprises are assigned or leased land to grow rubber, they must use local labour, invest in infrastructure construction and development of social security in the area of project implement. If the rubber planting project attracts over 50 employees from ethnic minorities at the area and the youth from families in preferential treatment policy, the Investor will be entitled to preferential investment policy as specified in the provincial regulation;

- Organizations, individuals and households planting rubber in disadvantaged areas will be entitled to the loan policy as stipulated in the Decree No.151/2006/ND-CP dated December 20th, 2006 by the Government on investment credit and export credit of the State, and the Decree No.106/2006/ND-CP dated September 19th, 2006 by the Government on amending and supplementing some articles of the Decree No.151/2006/ND-CP by the Government;

- Purchasing, consuming and processing rubber latex under the Decision No.80/2002/QD-TTg dated June 24th, 2002 by the Prime Minister on policies to encourage consumption of agricultural products through contracts to ensure mutual interest;

- Investing in rubber seedling production facilities to service new planting, strengthening the encouragement of agricultural extension, technical transfer and advances in seedling production and looking after rubber, technical training on planting and caring rubber for farmers;

- Investing in construction of Rubber latex processing facilities in the province, specifically:

+ The area of Tuy Duc and Dak R’lap districts: building one rubber latex processing factory in Quang Truc commune with capacity of 12,000 – 15,000 tons per year;

+ Nhan Co Industrial zone, in Dak Lap district: building a rubber latex processing factory with the capacity of 10,000 tons per year (in the period 2015-2020) and a rubber latex processing factory in the Dak Ru commune with the capacity of 10,000 tons per year (in 2020). These plants receive raw materials from Dak R’lap and Tuy Duc districts;

+ Dak Ha industrial zone, in Dak G’long district: building the rubber latex processing factory with the capacity 3,000 – 5,000 tons per year (in the period 2011 – 2015). This factory services for the materials source of Dak G’long district, Gia Nghia town and Dak Song district.

+ Dak Mil district: Upgrading the capacity of the rubber latex factory of the DakNoRu joint-stock company to 2,000 tons per year (in 2015) and 3,000 tons per year (in 2020);

+ K’rong No district: Building rubber latex factory with the capacity of 5,000 tons per year (in the period 2011 – 2015) and upgrading the capacity to 10,000 tons per year (in the period 2015 – 2020). This factory services for the material source of K’rong No district.

3.6. The priority projects:

- Investment projects to build transportation routes to the rubber new planting areas of Tuy Duc district, K'rong No and Cu Jut districts;

- Investment projects to build factories to process natural rubber with the capacity of 5,000 tons per year and over;

- Rubber seedling production project.

Article 2. Director of Department of Agriculture and Rural Development has responsibility to do as follows:

- Publicizing the rubber growing area planning in the province under the approved Decision;

- Basing on the contents of the rubber area growing planning approved at the Article 1 of this Decision, on guiding units, the local on implementation;

- Coordinating with the Department of Natural Resources and Environment and Units related to evaluate investment projects on planting rubber in the area, submitting to the provincial People’s Committee for land leasing, land allocation to plant rubber as prescribed;

- Suggesting the Provincial People’s Committee to adjust the rubber growing area planning after the approved change of planning contents.

Article 3. This Decision takes effect from the signing date.

The Chief of the Provincial People’s Committee secretariat, Directors of Departments of: Agriculture and Rural Development, Natural Resources and Environment, Finance, Planning and Investment, the Chairman of the People's Committees of districts, towns and Heads of relevant Units, are responsible to implement this Decision this. /.
